The quest for exploration and scientific discovery find into the overall mission of a government because a country wants to discover and claim new resources/ land to exploit for economic and scientific growth. A country wants to be a leader in science and tech to be a model for other countries.

The purpose of a government is to provide leadership, public services, economic security & assistance (and more). The quest for exploration and scientific discovery fits in with providing leadership and public services, as they want to Lead and provide examples for other countries.

In theory, the government exists to create rules, execute those rules, and enforce those rules. Many of these rules should be justified by science, and therefore the exploration for scientific discovery fits into the overall mission of the government.
