Governments can lead specific research projects or help fund companies that pursue development in both military and non military fields. In doing so countries can advance their agendas and maintain global positioning while support innovation and their people needs.

The more we discover about things the more regulations might be necessary, so when we discover things, new laws may need to be put in place to protect those discoveries. That's the best I've got.

Scientific discoveries can improve the quality of life of a nation's citizens. Therefor, sponsoring scientific exploration can fit into the mission of the government by providing a service or improvement to the life of its citizens. Alternatively, some innovations can decrease the quality of life of a nation's citizens. It is up to governments to protect citizens from these harmful discoveries.
