Some states benefit from their natural environment more than others. For example, Hawaii benefits enormously from ecotourism, whereas Kansas does not. Therefore, Hawaii is more incentivized to protect its natural areas than Kansas.

Countries and states have different resources and some land have more apparent value than others.

Some countries or states might have some important forms of eco-tourism that provide important economic opportunities for the area. Plus, the area could be home to some of their natural wonders, which are most likely important to the people that are living there.

I feel it varies by the place. Depending on the space, education, and available resources, different things effect how people treat their surroundings.

I think some states benefit more from their precious ecosystems than other, so that ties into them caring more. For example, if a state has a beautiful natural attraction they most likely make revenue, so the state in return cares to protect it.

Some land is more diverse, rare/unique, or more valuable and needs more protecting. A forest would probably need more protecting than a desert

Some countries might have more money and better resources to be able to have better environmental protection. Some states might need more environmental protection if they have more at risk areas, such as coastal states and states with forests.

Some ecosystems are in more danger than others. Certain states will need to put in more effort and money depending on how in danger the certain environment is.
