If somebody is harming themselves or others due to a mental illness it would definitely be recommended or if they're losing relationships with others such as family or friends.

If it's clearly noticeable that they are acting differently and changing emotionally, mentally, or physically in a negative way

If one of your peers or someone you care about is having a hard time with something, stress can occur. You can be there for them in any way, but once it begins affecting their physical health or causing them to develop serious mental illness such as depression, suggesting to seek professional health is necessary.

When you see signs of distress to the point they are causing harm wether it be cutting, lack of sleep, not eating, etc. If the person is comfortable enough to talk to you about what’s going on then advise them to see a professional, otherwise look for signs of distress, depression, or another mental illness that should be cared for

Probably when it turns into physical issues, or something that could really hurt them.

A point to actually help the person In my opinion is when they are extremely unstable and are in need of help and could cause potential harm to themselves or others

Should step in once you notice people are struggling, if you wait till they are a harm to others than you might be too late to make them understand what is going on

You should step in and insist someone seek out help when you notice they are becoming a harm to themselves or others or when you notice they are behaving different than normal.

when you can notice a shifted in their actions and behavior. Also if you can see that they aren't eating and hanging out whit others. But you should never not say something even if you don't care for that person they need to get help so nothing bad happens to them or others.
